What's happening?
On Android, mobile manufacturers sometimes include a power-saving mode not provided by Google that kills applications when they are not being used (immediately after being closed or after a few days of inactivity). This is the case for some Chinese manufacturers (ex: Huawei, Xiaomi, ZTE, Asus, etc.). On Android, it's the app that receives and displays the push. This approach prevents the display of notifications even if they are sent in high priority.
On the user side, it is possible to whitelist the app from the phone settings so that the manufacturer's utility no longer kills it.

Honor/Huawei
On Honor phones, you have to follow several steps to whitelist the app :
Go to Settings > Advanced Settings > Battery Manager > Protected Applications, find your app and protect it.
Go to Settings > Apps > Advanced > Ignore battery optimizations, find your app and ignore it
Go to Settings > Notifications > Notification Center, find your app and enable "Allow notifications" and "Priority display."
Restart your phone
Sony and the STAMINA mode
STAMINA mode allows you to block applications in the background when the phone is in standby mode. When STAMINA mode is activated, you can still receive phone calls, and text and multimedia messages.
Currently, STAMINA is available on Sony Xperia Z, Xperia Tablet Z, Xperia ZR, Xperia SP and Xperia L.
You can set up an app list to allow some apps to keep running when your screen is inactive.
To select which applications to run in STAMINA mode:
From your Home screen, tap the Application screen icon.
Find and tap Settings > Power management, then tap STAMINA mode.
Make sure that the Extended standby feature is turned on, then tap Apps active in standby > Add your applications.
Scroll left or right to view all applications and services, then mark the relevant checkboxes for the applications that you want to run.
When you're finished, tap Done.
Xiaomi/MIUI
On Xiaomi/MIUI, there are several ways to resolve this issue following these steps:
Go to security > Permissions > Autostart > select apps that should get notifications after reboot.
Go to settings > Additional Settings > Battery and Performance > Manage apps' battery usage > turn "Power saving modes" off.
Oppo
On Oppo phones, you have several steps that can help you:
Go to settings > advanced settings > battery manager > protected apps, then find the app you don't want to be killed, and "protect" it.
Go to settings > apps > advanced > ignore battery optimizations, then find the app and ignore it.
Go to settings > notification panel & status bar > notification centre, then find the app, then activate "allow notifications" and also "priority display".
One Plus 5
On "One Plus" you can follow these steps:
Settings > device > battery optimization > select the app from list > Optimize/Don’t optimize.
